(Bloomberg) -- English soccer club Chelsea FC, owned by the Russian billionaire Roman Abramovich, has been banned by the international football association from registering new players for a year.

FIFA Disciplinary Committee’s ban on Chelsea player registrations applies at both national and international level for the next two complete and consecutive registration periods, according to a statement. The ban relates to breaches on international transfer and registration of players under the age of 18.

The London-based team was fined 600,000 Swiss francs ($599,580) and given a period of 90 days to regularize the situation of the minor players concerned. The Football Association was also found to have breached the rules in connection with youth players, and was fined 510,000 Swiss francs. The decision can be contested before the FIFA Appeal Committee, according to the statement.
