(Bloomberg) -- Chancellor Angela Merkel’s party fell to a record low in a state election in Hamburg, according to exit polls, offering the first verdict by voters on political turmoil in Germany that has upended her succession plans.

Merkel’s Christian Democratic Union took 11.5% of the vote, while the city-state’s governing Social Democrats secured victory with 37.5%, according to projections for ARD public television. The Green party more than doubled its support to 25.5%.

Merkel’s party has been hobbled after Merkel’s heir-apparent, party leader Annegret Kramp-Karrenbauer, unexpectedly announced her resignation on Feb. 10. The party and the German political establishment were rocked earlier this month after CDU lawmakers in the eastern state of Thuringia cast their lot with the anti-immigrant AfD party to install a new regional premier.
