OTTAWA -- Transport Minister Marc Garneau says his government isn't trying to pick on airlines with a proposed air passenger bill of rights.

Garneau says the government's goal is to create regulations that are fair to airlines and passengers to ensure everyone knows their rights and responsibilities.

Members of the Commons committee reviewing the Liberal government's air passenger rights bill, known as C-49, are pushing the minister about whether the legislation goes far enough.

Once passed, the bill would require the Canadian Transportation Agency to draft the regulations and submit the document to the government for approval.

Garneau says the Liberals never intended to enshrine the bill of rights into legislation because it would have made it more difficult in the future to make any changes to the document.

Such changes could be easily done through ministerial decree, rather than having to go through the longer and more complicated process of gaining parliamentary approval.
