A private jet suspected of being linked to Russian oil baron Eugene Shvidler was impounded at Farnborough airport in southern England, hours before it was due to fly to Dubai.

The aircraft was detained on the orders of Transport Secretary Grant Shapps Tuesday night to enable an investigation into its connection with Shvidler, a Soviet-born billionaire. He made his fortune in oil during the privatization of Russian industry, and maintains a close connection to oligarch Roman Abramovich and his circle. 

Newly strengthened U.K. sanctions cover aircraft owned, operated or chartered by people connected with Russia or designated individuals.

A person familiar with the move said on Wednesday the jet probably isn’t connected to Shvidler, but the U.K. wants to make sure as ownership of private planes is often complicated by the involvement of third parties. The Bombardier BD700-1A10 is registered with Global Jet Luxembourg and was prevented from taking off from Farnborough airport Tuesday morning, the Department for Transport said in a statement.

Shapps told airports on Tuesday he can order them to detain Russian aircraft and has the power to order the Civil Aviation Authority to terminate registration of planes owned by sanctioned individuals. 

Neither Shvidler nor Abramovich have been directly sanctioned by the U.K.
